At the end - what matters is how good you're with the tools you use, how well you know it and know to bring the most of it.
Really...for me - no better tool than classic Ms-Paint.
You gotta see how fast I work with it..it's magic :)

Deluxe paint was an early solution for graphic designers but also one of the best.

I highly suggest you look into Adobe imageready. Such features in the program are now standard in Photoshop, but what this program was is a separate program dedicated to web graphics. It is great for making quick variants of images and is well suited for working with 256 color palettes.

I have two versions I can upload in ISO format if anyone wants to try it out.

I - for one - would be interested in trying it out. :)
